Every oil-fired burner needs electricity to spin the fuel pump and fire the ignitor. A 12V burner runs off the machine battery, which keeps the rig self-contained and simple. A 115V burner needs wall power or an onboard generator. The 115V Beckett burners are the same units used in home oil furnaces, so parts are cheap and any burner tech can service them.
